When and how do I make declarations for EI?

I started my EI in October 2010 and my accountant will include my 4th quarter earnings in my 2010 declarations. But my question is when and how do I make my first quarter 2011 declarations, preferably online? I see that most of the threads pertain to auto-entrepreneur, do they pertain to EI as well?
