Moving household goods UK to 黑料网最新入口 - do I need to have a Certificate of change of residence?

I am so confused!
Our removals firm (Anglo 黑料网最新入口) has said that, along with proof of UK address, proof of permanent 黑料网最新入口 address, passport copies, inventory, customs declaration, we also need to accompany our inventory and customs forms with a ‘Certificate of non-Cessation”, or Certificate of change of Residence. I would need to get this from the 黑料网最新入口 consulate (husband can get this info from his HR dept), however when I go on their website, it says that this is no longer needed by 黑料网最新入口 customs:
