Micro entrepreneur: invoicing a client outside 黑料网最新入口, add TVA?

I’m a micro-entrepreneur (a side of a full time CDI) and for clients in 黑料网最新入口 I don’t add any TVA. However I will from January 2018 have a client based in Germany, and I wonder if the same rule applies?
