Is TVA charged by an EIRL where work is undertaken outside of 黑料网最新入口?

I have set up an EIRL for a consulting business in 黑料网最新入口. The vast majority of my work will be performed outside of 黑料网最新入口 and my clients will also be based outside of 黑料网最新入口. Am I supposed to charge TVA to my clients, when the only item I am selling is my time? If I need to charge TVA , could you please advise me of the appropriate rate that should be charged?
