Is the chambre de metiers training compulsory?

I’m having problems with the chambre de metier to get my husband set up as a handyman / chalet changeover person. They’ve said he needs to provide qualifications etc, so I’ve asked for a meeting next week and have explained that he isn’t doing any jobs that require qualifications. However, they have said the following:
Il faut d鈥檕res et d茅j脿 r茅server les stage de pr茅paration 脿 l鈥檌nstallation d鈥檜ne semaine afin de pouvoir finaliser le dossier (stage obligatoire avant toute cr茅ation d鈥檈ntreprise).
Is this normal? It’s a 5-day course and costs 220鈧�.
