Demand for cotisations through the post?

I was quite surprised this morning to receive a letter from the RSI stating that I owe them 鈧�59 in cotisations. I haven’t made any declarations online for a while due to no turn over but every trimestre that I have earned money I’ve declared it fully online and the site has deducted the appropriate amount from my earnings. The letter reads as follows:
Vous venez de d茅buter votre activit茅 et malgr茅 notre pr茅c茅dente relance, vous 锚tes encore redevable de la somme de 59,00 euros. Nous vous rappelons qu鈥檌l est de votre int茅r锚t de r茅gulariser sous 8 jours votre situation.
Can anyone explain why, having paid cotisations on-line, I now have to pay more?
