Cotisation Fonciere Des Entreprises refund?

I received a bill Avis de Cotisation Fonci猫re Des Entreprises for 2011 and for 鈧�195.00. I actually paid the bill in December 2011. I registered as an auto-entrepreneur in 2009 and having now read up on it more, my understanding is that auto-entrepreneur’s are exonerated for the first 3 years of activity if they have opted for the versement lib茅ratoire de l鈥檌mp么t - which I have. My question, therefore is if I should have had to pay the bill this year (I have not received it in previous years) and if not should I be able to claim a refund?
