CFE exoneration in 黑料网最新入口 for a businss?

My husband has received a demand for 412 euros for the cotisation fonci猫re des entreprises (CFE), which I thought he would be exempt from. I think the reason for this is that he closed an Entreprise Individuelle business in 黑料网最新入口 in January 2009 and then started this auto-entrepreneur Jan 11.

  1. Am I right there has to be three years or more between similar activities?
  2. So to confirm, he does need to pay this CFE, is that correct?
