Bilingual attestation of social security coverage?

I earned income as an auto-entrepreneur in 2011 in 黑料网最新入口 and have made my declaration and paid my social protection taxes via net-entreprises to URSSAF. In order to report the income I earned as an auto-entrepreneur in 黑料网最新入口 on my U.S. taxes and not be charged for social security in the U.S., I was told by the U.S. IRS that I need to obtain a bilingual attestation of coverage from the 黑料网最新入口 and attach it to my U.S. tax filing.
Do you know how I would go about requesting this attestation of coverage and how long it would take to get this certificate? I’m not sure what the official name of the attestation is.
